The Oxford dictionary offers this definition: pro•por•tion•al•ity noun: (formal) the principle that an action, a punishment, etc. should not be more severe than is necessary Residents of Gaza might think this an odd definition as the going rate seems to be about one hundred to one; 1300 fatalities in Gaza against 13 in Israel in January 2009.
